Wladimir: Marquinho foi informado um dia antes e disse que pautaria projeto da Saúde
Um projeto enviado pelo Executivo em regime de urgência para Câmara de Campos estremeceu, já na primeira sessão, o clima de pacificação política na cidade. O texto trata sobre a alteração de uma rubrica na estrutura da Saúde. Prefeito da cidade, Wladimir Garotinho (sem partido) alerta para o risco de desabastecimento das unidades já neste período de carnaval e diz ainda esperar que o presidente do Legislativo, Marquinho Bacellar (SD), possa convocar uma sessão extraordinária. Wladimir afirmou, nesta quinta-feira (16), que havia informado a Marquinho na terça-feira (14) sobre o envio do projeto, e que o presidente da Câmara teria dito que pautaria na sessão dessa quarta-feira (15).
— Eu liguei para ele na terça, na frente do secretário de Saúde, Paulo Hirano, e expliquei a situação. O projeto muda uma linha na LOA (Lei Orçamentária Anual). Não tem nada demais, não pedi remanejamento, suplementação, nada. É uma questão contábil. Ele (Marquinho) falou que ia botar em pauta. Pala manhã (na quarta), liguei avisando que estava mandando o projeto. Garanti aos fornecedores que isso seria resolvido, mas agora é essa instabilidade. O que aconteceu na Câmara gera uma confusão à toa, que para cidade trará grande impacto — relatou Wladimir.
Segundo o prefeito, na última LOA, para atender a uma recomendação de cerca de 10 anos do Tribunal de Contas do Estado (TCE), despesas da Saúde foram previstas pelo Fundo Municipal de Saúde, mas ao longo dos anos o pagamento em Campos era pela Fundação (FMS). Wladimir contou que o sistema da Prefeitura não está reconhecendo a alteração, e levaria um tempo para resolver a questão.
De acordo com Wladimir, o projeto pede somente para que os pagamentos, que não ocorrem desde janeiro devido ao problema no sistema, voltem a ser feitos pela FMS. “Falam que o projeto chegou em cima da hora, mas avisei ao presidente um dia antes. Aí dizem que o projeto tinha 100 páginas. Claro, para alterar a LOA, eu tinha que mandar toda a LOA. Só que o pedido de alteração era de uma linha”, destacou o prefeito, ressaltando o risco da falta de insumos nas unidades de saúde do município, com mensagens já chegando de fornecedores.
Atualização às 18h — Em contato com Blog, Marquinho informou, em nota, que o projeto não foi votado porque continha erros. Segundo ele (aqui), “junto com o projeto da Saúde, prefeito reduzia receita da Câmara”.
