Câmara de Campos vota contas de Rosinha no dia 15 de março
A Câmara de Campos marcou para o dia 15 de março, às 17h, a votação das contas da ex-prefeita Rosinha Garotinho (União), referente ao ano de 2016. O parecer do Tribunal de Contas do Estado (TCE) é pela reprovação. Já a Comissão de Finanças e Orçamento da Câmara, por dois votos a um, sugeriu a aprovação. Esse é o relatório que vai para o plenário. O presidente da Casa, Marquinho Bacellar (SD), antecipou ao blog (aqui), em entrevista ao Manchete Podcast, que a votação das contas seria neste mês.
As contas de Rosinha, depois do parecer no TCE, foram julgadas pela Câmara em 2018. À época, os vereadores votaram pela reprovação. Em fevereiro de 2021, veio a primeira polêmica da atual legislatura. Atendendo a um pedido da ex-prefeita, a Câmara, então com ampla maioria na base de apoio ao prefeito Wladimir Garotinho (sem partido), anulou a reprovação. A tese foi de que houve cerceamento de defesa.
A comissão de Finanças e Orçamento reavaliou o parecer do TCE, emitindo parecer contrário ao da Corte de Contas. Helinho Nahim (Agir) e Pastor Marcos Elias (PSC) votaram contra o parecer do TCE, pela aprovação das contas de Rosinha. Maicon Cruz (hoje, sem partido) seguiu o parecer do TCE, pela reprovação das contas da ex-prefeita.
Ex-presidente da Câmara, Fábio Ribeiro (PSD) chegou a falar que colocaria as contas da sua aliada em pauta, mas em um ano com tantas outras polêmicas, encerrou a gestão sem que a votação ocorresse.
Número mágico
A reversão de um parecer do TCE é possível na Câmara, responsável pelo julgamento final das contas. No entanto, são necessários 2/3 dos votos dos vereadores. No caso de Campos, o número mágico é 17.
Mesmo com tantas mudanças nas bancadas de base e oposição na atual legislatura, nenhum dos lados chegou perto de conquistar essa ampla maioria desde maio de 2021, quando veio à pauta o polêmico projeto de alteração no Código Tributário, que, à época, rachou a base.
