Campos proíbe uso da linguagem neutra nas publicações da Prefeitura
O prefeito de Campos, Wladimir Garotinho (sem partido), sancionou a lei, de autoria do vereador Anderson de Matos (Republicanos), que proíbe o uso da linguagem neutra nas publicações da Prefeitura. A lei que estabelece a proibição do “uso de linguagem neutra ou linguagem não-binária nas publicações, propagandas publicitárias e mídias da Prefeitura” foi publicada no Diário Oficial desta segunda-feira (13).
A lei municipal define que “linguagem não-binária ou neutra é um conjunto de formas linguísticas para se comunicar de maneira a não demarcar o sexo das pessoas”. Ainda salienta que a proibição “se estende aos editais e exames de processos seletivos públicos”. E destaca que “para efeitos desta Lei entende-se por linguagem neutra ou não-binária qualquer expressão referente a gênero que não observe a norma culta da língua Portuguesa”.
A Constituição Federal já versa, no seu artigo 13º, que “a língua portuguesa é o idioma oficial da República Federativa do Brasil”. Linguistas destacam que, por ser “viva”, a língua portuguesa pode passar por alterações sempre. No entanto, até o momento, a norma culta não adota a linguagem neutra. A lei municipal reforça o que a regra já diz.
Recentemente, o plenário do Supremo Tribunal Federal (STF) declarou inconstitucional uma lei do Estado de Rondônia que proíbe a denominada linguagem neutra em instituições de ensino e editais de concursos públicos. Por unanimidade, a Corte entendeu que a norma viola a competência legislativa da União para editar normas gerais sobre diretrizes e bases da educação. Esse entendimento não diz respeito ao conteúdo da norma, limitando-se à análise sobre a competência para editar lei sobre a matéria.
