Wladimir amplia base na Câmara com Abdu Neme e Nildo Cardoso
O prefeito de Campos, Wladimir Garotinho (sem partido), confirmou nesta terça-feira (28), pelas redes sociais, o que quem acompanha a política da cidade, nos bastidores, já sabia há algum tempo: Abdu Neme (Avante) e Nildo Cardoso (União) estão na base do governo. A Câmara passará, então, por mais uma mudança de força, com a base governista voltando a ser maioria, com 13 vereadores. Na foto, segundo o prefeito, era uma reunião, na qual o vice Frederico Paes (MDB) também estava presente, para alinhar “as demandas com os novos integrantes da base do governo na Câmara“.
Desde o início da atual legislatura, as mudanças nas composições de base e oposição foram constantes. O ápice da briga de forças foi a primeira eleição da Mesa. Em fevereiro do ano passado, o então presidente da Casa, Fábio Ribeiro (PSD), conseguiu reunir as 13 assinaturas necessárias para sua reeleição, incluindo a dele. Porém, no plenário, o vereador Maicon Cruz (PSC), que assinou com Fábio, votou em Marquinho Bacellar (SD), garantindo a vitória da oposição. Esse pleito foi anulado, por decisão da Mesa Diretora da época, iniciando um longa novela, com direito à ameaças de cassação de mandatos, medidas judiciais e vereadores na delegacia.
Somente no fim do ano passado, o acordo de pacificação — envolvendo Wladimir, o atual presidente da Alerj, Rodrigo Bacellar (PL), e o governador Cláudio Castro (PL) — garantiu a realização da nova eleição. Marquinho foi eleito com 14 votos. A base não lançou candidato e se absteve na votação. Mas até a eleição ocorre, muitas conversas rolaram nos bastidores. Interlocutores da base queriam apoiar uma candidatura de Abdu ou Nildo a presidente, para derrotar Marquinho. Os dois, porém, não teriam sinalizado que aceitariam tal acordo.
As bancadas
Por ora, as bancadas estão divididas, com maioria governista.
Declaradamente, na base estão Álvaro Oliveira (PSD), Bruno Pezão (PL), Cabo Alonsimar (Podemos), Edson Batista (Pros), Fred Rangel (PSD), Juninho Virgílio (União), Kassiano Tavares (PSD), Leon Gomes (PDT), Marcione da Farmácia (União), Pastor Marcos Elias (PSC) e Silvinho Martins (MDB), além dos recém-chegados Abdu e Nildo. O governo fica com a maioria de 13 vereadores.
Na oposição/independentes, estão, além de Marquinho e Maicon, Anderson de Matos (Republicanos), Bruno Vianna (PSD), Dandinho de Rio Preto (PSD), Fred Machado (Cidadania), Helinho Nahim (Agir), Igor Pereira (SD), Luciano Rio Lu (PDT), Marquinho do Transporte (PDT), Raphael Thuin (PTB) e Rogério Matoso (União). No total, são 12 vereadores, com um deles no comando da Casa.
Há quem aposte que, como vem ocorrendo desde o início da legislatura, outras mudanças, pró-base, estão para acontecer. No entanto, fica difícil antecipar se alguém está “costeando o alambrado”, já que o acordo de pacificação está em vigor.
Cabe lembrar que, ao menos por enquanto, as bancadas não conseguiram, em nenhum momento, chegar ao número mágico de 17 votos. A maioria qualificada (2/3) é necessária para reverter orientações do Tribunal de Contas do Estado (TCE) em relação a prestações de contas, por exemplo.
