Câmara de Campos oficializa aprovação das contas de Rosinha
A Câmara de Campos oficializou nesta sexta-feira (17), com a publicação do Decreto Legislativo 1336 no Diário Oficial, a aprovação (aqui) das contas da ex-prefeita Rosinha Garotinho (União), referentes ao ano de 2016.
“A Mesa Diretora da Câmara Municipal de Campos dos Goytacazes, Estado do Rio de Janeiro, faz saber que foi aprovado por maioria qualificada e por este ato promulgamos o seguinte Decreto Legislativo de autoria da Comissão de Finanças e Orçamento:
Art. 1º – Fica aprovada a prestação de contas do Município de Campos dos Goytacazes, Estado do Rio de Janeiro, relativo ao Exercício Financeiro de 2016, em contrário ao Parecer Prévio do Tribunal de Contas do Estado do Rio de Janeiro”.
O caso da ex-prefeita — se não for inédito — é raríssimo no cenário nacional. As mesmas contas de Rosinha tinham sido reprovadas em 2018 pela Câmara. No entanto, em 2021, a atual legislatura revogou a votação anterior. Os vereadores aceitaram o argumento da ex-prefeita, de que houve cerceamento de defesa. A nova votação foi anunciada no dia 7 de março. Até o dia 13, apesar das tentativas com vereadores, o prefeito Wladimir Garotinho (sem partido) não havia conseguido os 17 votos para reverter o parecer do TCE.
No dia 14, no entanto, ele foi ao Rio de Janeiro e o acordo de pacificação voltou a ser evocado, garantindo a aprovação. O prefeito esteve com o governador Cláudio Castro (PL) e também com o presidente da Alerj, Rodrigo Bacellar (PL). No encontro com Rodrigo, também estavam na sala os vereadores Helinho Nahim (Agir) e Marquinho Bacellar (SD), presidente da Câmara de Campos. Após a sessão da Câmara de terça, Helinho e Marquinho, retornando do Rio, se reuniram com os demais vereadores de oposição e anunciaram que a estratégia era que pelo menos quatro nomes do grupo votassem com a base, garantindo a aprovação das contas de Rosinha. E foi o que aconteceu na sessão de quarta.
